NSO CRS-ITP
The Civil Registry System- Information Technology Project ( CRS-ITP ) is a computerization project of NSO in partnership with Unisys. It is designed to collect, store and manage civil registry documents including specimen signature specimens of city and municipal civil registrars and the CRS authorized signatories using imaging technology. The entire CRS system shall ensure the security of these documents by limiting access to the system to authorized NSO personnel. The CRS-ITP aims to:
Components of the project include the document issuance, certification and authentication of birth, marriage and death certificates, and the certificate of no marriage record, building up of the CRS data warehouse, establishment of CRS outlets nationwide, and the document conversion of approximately 115M civil registry documents, into microfilm and digital format.
- Enhance and improve the delivery of services to the public by expeditious processing and prompt release of requested civil registry documents;
- Efficciently organize, manage and maintain a complete and accurate database of civil registry documents adn information;
- Minimize falsification and fabrication of civil registry documents; and
- Enhance the computing capability of NSO.
To complement these efforts, business processes related to civil registration were redesigned. Current business processes were carefully analyzed and changes brought about by the technology reforms were anticipated .
Copy Issuance, Certification and Authentication
Copy Issuance is the process of requesting Civil Registry documents (CRDs). This includes providing birth, marriage and death certificates as well as birth card. Certification responds to requests of the public for Certification of No Marriage Record ( CENOMAR ) or Certification of Marriage Record ( CEMAR).
Authentication, on the other hand, is validating the Certified True Copy (CTC) of the Requester's CRD by comparing the signature in the CTC with the specimen signature captured in the DB. This type of transaction shall only be undertaken if the event date is not yet covered by conversion or the record was not found in the Civil Registry System (CRS) database (DB). Otherwise, the transaction shall be treated as Copy Issuance.
The public can avail of the above services by going to a CRS Outlet, sending correspondence to National Statistics Office (NSO), requesting through institutions or logging on to CRS online!.
