1. What services are available in e-Census?
e-Census (www.e-Census.com.ph) is an online facility that allows you to submit requests for the following civil registry services:
• issuance of certified copies of civil registry documents, i.e., birth, marriage and death certificates; and
• issuance of certificate of no marriage record (CENOMAR or Singleness)
2. What is a LOCAL REQUEST and a FOREIGN REQUEST?
e-Census accepts requests from within and outside the Philippines
• LOCAL REQUEST: delivery destination is within the Philippines
• FOREIGN REQUEST: delivery destination is outside the Philippines
PAYMENTS
1. How much do I pay?
Please understand that only paid transactions will be processed.
For local requests, the price for copy issuance for birth/marriage/death certificates is PhP315.00 per copy while CENOMAR (Singleness) fee per copy is PhP415.00. The fees for local requests are inclusive of courier charges for destinations within the Philippines. The additional Php15.00 serves as the Documentary Stamp Tax (Sections 173 and 188 of the Tax Code and Revenue Memorandum Order 13-2008) per copy of certification issued.
For foreign requests, the price is US$20.00 per copy for copy issuance and US$25.00 per copy for CENOMAR (Singleness) requests. The fees are inclusive of delivery charges using the registered mail service of the Philippine Postal Corporation (PhilPost). For special courier services, please refer to Question 1 under "Document Application/Release".
2. How do I pay for Local Requests?
After you submit your request, an Acknowledgment Page will be presented, and you will also receive an e-mail acknowledgment. These will contain the transaction details of your request/s (i.e., name of document owner, number of copies applied for and the corresponding costs, Batch Request Number, Request Reference Number, etc). You will need this information when paying.
You may pay:
(a) Over-the-counter at any Banco De Oro or UnionBank branch nationwide;
You must present the Acknowledgment Page or the e-mail Acknowledgment to the Banco De Oro/UnionBank teller/counter during payment.
(b) Through BDO Phone Banking or BDO ATM if you are an account holder of Banco De Oro;
You have to enroll your BDO account first to enjoy using BDO Phone Banking and BDO ATM. Once you’ve completed this task, you can now use these payment facilities to conveniently pay for the document requests you’ve applied for via the e-Census website.
How do I enroll my Banco De Oro regular Savings or Current Account?
How do I pay via BDO Phone Banking for my e-Census request?
How do I pay via BDO ATM for my e-Census request?
(c) Through Banco De Oro’s myBDO Internet Banking facility if you are an account holder of Banco De Oro;
You have to enroll your BDO account first to enjoy using myBDO Internet Banking. For more information, please refer to the myBDO Internet Banking Payment Procedures page.
(d) Through UnionBank’s Online Banking facility if you are an account holder of UnionBank;
For more information, please refer to the UnionBank Online Banking Payment Procedures page.
(e) Through UnionBank ATMs if you are an account holder of UnionBank.
If you would like to pay the amount corresponding to the entire batch, you must enter the Batch Request Number and the amount. If you would like to pay for a particular request, you must enter the Request Reference Number and the corresponding amount for that request.
If you pay through any of the above options, you will receive two receipts:
(1) NSO-issued official receipt for the copy issuance service; and
(2) Unisys Public Sector Services Corporation (UPSSC) official receipt for payment and delivery handling.
3. How do I pay for Foreign Requests?
After you submit your request, an Acknowledgment Page will be presented, and you will also receive an e-mail acknowledgment. These will contain the transaction details of your request/s (i.e., name of document owner, number of copies applied for and the corresponding costs, Batch Request Number, Request Reference Number, etc). You will need this information when paying.
FOREIGN REQUESTS may be paid through credit cards or through foreign correspondent banks. The credit card payment facility accepts Visa, Mastercard, American Express and Discover cards. For correspondent banks, the list is available in the Bank Payment Procedures page.
If you pay immediately after the Acknowledgment Page is displayed, you will be charged the amount corresponding to the batch request.
If you would like to pay for a particular request, you should access the credit card payment facility from the home page and enter the Request Reference Number.
Credit card payments use the payment facility of Kabayan Central Networks, Inc. Thus, your billing statement will reflect Kabayan Central Networks, Inc. On the other hand, the official receipt of your requested document/s will bear the name of Unison Public Sector Services Corporation (UPSSC). It is possible that the fee will be reflected in your credit card statement of account before you receive the document.
4. When do I get charged for my request/s if I pay through the online credit card payment facility?
Your credit card is charged after you submit your credit card information and upon successful validation of the said information. You will receive a payment confirmation message from e-Census and also an e-mail stating the details of the paid request.
5. How soon is my payment reflected in the transaction status?
For local requests, the status of your request will be updated from WAITING FOR PAYMENT to PAID/FOR PROCESSING after two (2) working days upon receipt of payment.
For foreign requests, if you paid through credit card, the status of your request will immediately be updated from WAITING FOR PAYMENT to PAID/FOR PROCESSING. If you paid through correspondent banks, the status of your request will be updated from WAITING FOR PAYMENT to either PAID/FOR PROCESSING or IN PROCESS after two (2) working days upon receipt of credit advice from Land Bank of the Philippines by the NSO.
Please note that although the status of your request is not updated immediately if payment is not made through credit card, your request is processed the following day upon receipt of payment regardless of the payment option used.
6. If I changed my mind, at what point can I still cancel my request?
No. e-Census adopts a NO CANCELLATION policy for all its services.
7. Can I request for a refund?
e-Census adopts a NO REFUND policy for all its services.
All certifications issued by NSO are considered rendered service. All requests submitted via e-Census and paid through the available payment channels will undergo processing under the Civil Registry System of NSO. Thus, these constitute rendered service, whether requests result to positive issuances or certifications (negative).
If you have inquiries or encounter any problem regarding e-Census services, you can e-mail us at e-census.info@mail.census.gov.ph. 8. For cases of unsuccessful delivery, can I request for my certificate to be redelivered? The following cases will result in unsuccessful delivery:
(a) The consignee, his authorized representative or the document owner is not around, could not be located, or does not reside in the address indicated in the consignment note.
(b) The consignee, his authorized representative or the document owner refuses to accept and/or properly and completely accomplish the forms to signify receipt
.
(c) The address of the consignee is not complete/incorrect.
Unsuccessful delivery is considered as rendered service. e-Census does not allow redelivery.
9. What is the difference between the BATCH REQUEST NUMBER and the REQUEST REFERENCE NUMBER?
The BATCH REQUEST NUMBER is located at the upper portion of the Acknowledgment Page right under the request date. You use the Batch Request Number:
(a) when you are paying for ALL the requests in a batch that you have submitted online; and
(b) when you are inquiring about the processing status of ALL your requests in a batch in the e-Census website (“Verify Request Status”).
The REQUEST REFERENCE NUMBER is found at the lower half portion of the Acknowledgment Page. It is located in the first column of the table that lists all the requests you have made. You use the Request Reference Number:
(a) when you are paying for a SINGLE request;
(b) when you are inquiring about the processing status of a SINGLE request in the e-Census website (“Verify Request Status”); and
(c) when you are inquiring about the location of a SINGLE request with our local courier.
10. I was informed that my birth certificate request had been dispatched already. What reference number do I use to inquire from our local courier regarding the location of my document?
(For Delivery Destinations Within the Philippines) When inquiring about the location of your document request from our local courier, use the REQUEST REFERENCE NUMBER. Documents are packed and dispatched singly according to their unique Request Reference No. to facilitate tracking and monitoring.
11. Can I just print one (1) copy of the Acknowledgment Page to present to Banco De Oro/Union Bank when I pay for my request?
When paying at any Banco De Oro or UnionBank branch, you are advised to print TWO COPIES of the Acknowledgment Page that lists your request/s. One copy will be submitted to the Banco De Oro/UnionBank outlet and the other copy will be for your reference.
12. I applied for one copy of my marriage certificate and I paid P600.00 at Banco De Oro/Union Bank instead of just P315.00 for that copy. Can I have the excess P285.00 returned to me?
For overpayment cases, e-Census intends to return the excess amount to you. First, kindly inform us of the incident through e-mail at e-census.info@mail.census.gov.ph together with the following details:
(a) Batch Request No.;
(b) Request Reference No.;
(c) Request Type (Birth/Marriage/Death Certificate, or CENOMAR);
(d) No. of Copies;
(e) Date Paid;
(f) Amount Due;
(g) Amount Paid; and
(h) Bank Branch
Our accounting group shall verify the excess payment to support your claim. Thereafter, the excess amount will be delivered to you through our local courier.
Another option, which you might consider, is to submit a new request whose amount due corresponds to the excess amount. Should you decide to do this, kindly e-mail us the Batch Request No. and Request Reference No. of the new request to enable us to credit the excess amount to this new application.
The above procedure applies only to e-Census requests paid through Banco De Oro, UnionBank and other future banks or payment service centers that may be tapped to expand the network of payment channels.
13. I applied for a CENOMAR through the e-Census website but inadvertently paid only P300.00 at Banco De Oro/Union Bank instead of P415.00 which is the cost of my request. What should I do?
We would like to reiterate that only paid requests will be processed.
Underpayment cases require payment re-processing and will consequently mean additional costs for you. You will be notified via e-mail regarding the case and a Payment of Balance Notification (PBN) will be attached to the e-mail. Print TWO COPIES of the PBN – one for Banco De Oro/Union Bank branch and another for your personal copy. The PBN will serve as the bank's/outlet's reference in accepting the payment of the balance. Please be informed also that you will be charged an additional fee of P30.00 if you pay through Banco De Oro/Union Bank.
14. How do I enroll my BDO regular Savings or Current Account?
(1) Go to your Branch of Account and fill out the BDO ATM or Phone Banking enrollment form from the Customer Sales Assistant (CSA) in the New Accounts Section.
NOTE: Account enrollment is a requirement for BDO Phone Banking and BDO ATM payment transactions.
(2) Fill out the necessary information and submit the duly accomplished BDO ATM/Phone Banking form to the CSA.
15. How do I pay via BDO Phone Banking for my e-Census request?
(1) Dial the appropriate number to access BDO Phone Banking:

International: IAC+800-8-6318000
(2) Press "1" for Account Services.
(3) Key in your 10-digit Phone Banking ID. Confirm by Pressing "1".
(4) Key in your 6-digit Phone Banking Telephone PIN. Confirm by pressing "1".
(5) Choose the Bills Payment module by pressing “2”.
(6) System will now mention all your enrolled BDO accounts, choose which BDO account you want it to be debited from. Press the assigned number to that account and confirm by pressing "1".
(7) System will now then mention all enrolled merchants. Press the assigned number to that merchant and confirm by pressing "1".
(8) Key in the amount to be paid/debited from the enrolled BDO account. Confirm by pressing "1".
(9) You will be provided with the BDO Transaction Reference Number. Write this down. This will serve as your proof of payment made via BDO Phone Banking.
16. How do I pay via BDO ATM for my e-Census request?
(1) Go the nearest or most convenient BDO ATM.
(2) Insert BDO ATM card and enter PIN.
(3) Select Bills Payment Option.
(4) Choose the account from where you would like to make your payment, either the Savings Account or the Current Account.
(5) Choose which type of payment (Without/No Enrollment).
(6) Choose "E-CENSUS" as the merchant you want to pay. Press the "More Institutions" option until the name of your desired institution appears.
(7) Enter the Company ID (the number that corresponds to "E-CENSUS" on the ATM screen) and press confirm.
(8) Key in the Batch Request Number (if paying for the whole batch of requests) OR, the Request Reference Number (if paying for a single or individual request) that corresponds to your e-Census document request/s.
(9) Key in the amount to be paid/debited from the enrolled BDO account. Confirm by pressing "1".
(10) Secure the Transaction Receipt. This will serve as your proof of payment made via the BDO ATM. Please keep this record.
IMPORTANT: If the BDO ATM cannot issue a Transaction Receipt, you are advised to cancel the transaction by pressing "NO" to the query if you would like to continue. Thereafter, please proceed to another BDO ATM.

17. Even if the BDO ATM cannot issue a transaction record, I decided to continue with the payment of my document request which I submitted via e-Census. How can I check if the payment was accepted?

For enrolled accounts, you may also inquire thru the BDO website by logging on to https://www.bdo.com.ph, or via the myBDO website at https://www.mybdo.com.ph. DOCUMENT APPLICATION/RELEASE
1. When will I receive my document?
Your request will be processed the following day after receipt of payment or credit approval.
Processing of paid Copy Issuance requests takes about three (3) working days after receipt of payment and nine (9) working days for Certificate of No Marriage Record (CENOMAR or Singleness) requests. Delivery will take two (2) to six (6) working days for destinations within the Philippines and six (6) to eight (8) weeks for destinations outside the Philippines.
If you prefer special courier services for deliveries outside the Philippines, the NSO can make arrangements with the courier of your choice. If you have an account with your courier, NSO shall ask for your account number (e.g., FedEx account number). Delivery charges for special courier services shall be to your account. If you do not have an account with any courier delivery service, please e-mail us at e-census.info@mail.census.gov.ph.
2. How do I track the status of my requests?
You can click on the “Verify Request Status” option on the e-Census home page and enter either the Batch Request Number or Request Reference Number.

3. For requests to be delivered within the Philippines, what do I need to present to the courier when the certificates are delivered to me?
For requests to be delivered within the Philippines:
• Birth Certificates:
Only the following are authorized to receive birth documents
(a) the owner of the document;
(b) spouse;
(c) direct descendants/ascendants and
(d) guardian.
If the document owner is a minor, only his/her parent or guardian can authorize the receipt of delivery of the birth certificate. The receiving party must present a valid ID. If the receiving party is the guardian of the document owner, a valid ID and proof/declaration of guardianship must be presented.
If the receiving party is not any of the abovementioned persons, an authorization letter and the ID of the authorized person are required to be presented.
• Marriage and Death Certificates and CENOMAR (Singleness)
Either the document owner, the requesting party or their representative is allowed to receive marriage and death certificates. A valid ID must be presented when receiving the certificate.
4. What is the difference between CONVERTED and UNCONVERTED documents?
CONVERTED
documents refer to the birth, marriage and death records that are already in digital formats and are now stored in the image database. These are searched and retrieved electronically during the processing of requests.
UNCONVERTED
documents refer to the birth, marriage and death records that are not yet in digital format. Requested documents that belong to this category are searched manually from microfilm rolls or paper archives.
Conversion of civil registry documents is one of the components of NSO’s ongoing computerization project. It involves the conversion of over 120 million civil registry documents in paper and microfilm into digital format.
5. Why did the NSO issue a certification (negative) instead of the copy I requested?
If you receive a certification (negative), it means that NSO has no record of the birth, marriage, or death certificate in its paper and electronic archives after an exhaustive search in the said archives.
6. What will I do if I get a certification (negative) from NSO?
If you have been issued a certification (negative) under the e-census service, please send an e-mail to e-census.info@mail.census.gov.ph citing the Request Reference Number of the request which resulted in a certification (negative) so that you can be advised of the next steps that you will have to take.
7. I have already complied with the requirements of Endorsement (or Late Registration, as the case may be), can e-Census process the Reference Number again of my previous request?
There are documents to be submitted in relation to cases of endorsement and late registration so you can no longer use the Reference Number of your previous request.
8. Can I request the birth record of my father who was born in 1930?
We regret that the NSO cannot provide you with the birth record. Civil registry records that are available in our electronic and paper archives cover births, marriages and deaths that occurred starting 1945 to the current year. For civil registry records prior to 1945, we issue certifications that contain, among others, the name, date and place of birth/marriage/death provided by you, and the status of the record/s at the civil registry office of the place of birth/marriage/death.

9. I just secured a copy of my birth record printed on CRS paper. How long is this document valid?
NSO does not put any expiration date on the document/s. However, end-users such as the Department of Foreign Affairs and embassies require the copy of the document/s not older than six (6) months from the day of issuance.
10. Can I make corrections after submitting my request/s online?
If you haven’t paid your request yet, you may submit another request with the correct entries.
However, once payment is made, e-Census can no longer accept corrections and/or cancellations. This will require a new transaction request. So please be careful when filling out the online application form.
11. I was married in both civil and church rites. The civil marriage occurred before the church wedding. Will I be able to get a copy of my marriage certificate based on the church rites?
The first occurrence of the marriage is the one recognized as valid. Thus, even if you applied for the marriage certificate based on the church rites, the National Statistics Office (NSO), in adherence to the aforementioned policy, will be issuing the marriage record that occurred first – the civil marriage.
For birth and death records, the birth/death certificate that was registered first is the one recognized as valid and hence, shall be issued to the requester.
12. I recently applied for my birth certificate and upon receipt of my document, I found out that the first name is blank. How can this be corrected?
Your case requires special handling, and the proper correction procedure involves the filing of an application for a Supplemental Report at the Local Civil Registry Office (LCRO) where your birth was registered. For more details, please refer to Question No. 2 under the COURT DECREES AND LEGAL INSTRUMENTS (CDLIs)/RA 9048/RA 9255 portion of the e-Census FAQ.
13. My son was born three weeks ago and I would like to request for a copy of his birth certificate through e-Census. Can this be processed following the schedule indicated in the website?
No, processing of unconverted documents may take from five to seven working days after receipt of payment. UNCONVERTED documents are civil registry records, i.e., birth, marriage and death certificates, for the current year, that have not been converted into digital format and are not yet lodged in the Civil Registry System (CRS) database. Processing of requests for these civil registry documents undergo manual search and retrieval.
Also, although City/Municipal Civil Registry Offices (CMCROs) submit copies of civil registry records, i.e., birth, marriage and death certificates, to the Provincial Office of the National Statistics Office (NSO) based on an agreed schedule and guidelines, these records are still verified and assigned indices before they are forwarded to the Central Office archives.
For civil registry records registered in Metro Manila for the current year, kindly allow two to four months after the month of the event (birth, marriage or death) before submitting your request for a copy.
For civil registry records registered within the current year, in areas outside Metro Manila, please allow six months after the month of the event before applying for a copy. Birth, marriage and death certificates are first submitted by the C/MCROs to NSO Provincial Statistics Offices before they are forwarded to the Central Office archives in Manila.
14. Waiting for two to four months is too long for me to obtain a copy of the birth certificate of my son who was born just three weeks ago. How can I get a copy of my son's birth record at an earlier period?
If you need to get a copy of your son's birth certificate, you may opt for "Advance Endorsement." The "Advance Endorsement" procedure is done within the month after the birth record has been registered at the Local Civil Registry Office (LCRO) of the city/municipality where the child was born. You will request the LCRO to advance ("endorse") a copy of the birth certificate to the National Statistics Office (NSO). This means the document will be sent ahead of the regular schedule of submission of civil registry documents by the LCRO to the NSO.
You may have it forwarded to the NSO via special courier delivery; this will be to your account. The document delivery should be addressed to:

The "Advance Endorsement" procedure is applicable for birth, marriage and death certificates registered within the Philippines.
15. My daughter was born in Dubai (UAE) three years ago and I would like to request for her birth record via the e-Census website. Will I be able to get a copy of her birth certificate?
Yes, the National Statistics Office (NSO) may be able to issue a copy of her birth record as long as the birth was reported at the Philippine Consulate in the country where the child was born, AND the record had already been transmitted to the Consular Records Division of the Department of Foreign Affairs (DFA) - Manila. The following information should be forwarded immediately via e-mail (e-census.info@mail.census.gov.ph) to facilitate the search and retrieval efforts:
(1) REFERENCE NO.
(2) DISPATCH NO.
(3) DISPATCH DATE
(4) TRANSMITTAL DATE
The above-mentioned information can be obtained at the Consular Records Division of DFA-Manila, with office address at: DFA Office of the Consular Affairs – Consular Records Division, Ground Floor, Bradco Avenue corner Macapagal Boulevard, Aseana Business Park, Parañaque City. You may also get in touch with the aforementioned office at these numbers: (632) 836-7743/-7744.
The regular schedule of transmission of civil registry documents, i.e. birth, marriage and death certificates, from the Philippine Embassies/Consular Offices and the DFA-Manila to NSO’s Central Office archives, is quarterly, though the schedule may be changed as appropriate from the office of origin.
You may request for the birth, marriage or death certificate, two months after the record is received by the NSO.
16. Is the "Advance Endorsement" procedure applicable for foreign events, i.e., birth, marriage and death records?
No. To reiterate, this special procedure is available only for events registered within the Philippines.
COURT DECREES AND LEGAL INSTRUMENTS (CDLIs)/RA 9048/RA 9255
1. I had my name corrected in my birth certificate through the court and the final resolution was handed down in 1988. Does NSO have a copy of my document? Can I apply for a copy of my corrected birth record in e-Census?
Currently, e-Census will not be able to accept requests for civil registry documents that have undergone correction and/or changes in entries through legal means allowed by Philippine laws. Documents that fall under this category of court decrees and legal instruments (CDLIs) include, but are not limited to:
• supplemental reports;
• legitimation;
• adoption;
• presumptive death; and
• annulment of marriage.
Also covered are civil registry records whose entries have been corrected and/or changed through RA 9048 (Clerical Error Law); and RA 9255 (An Act Allowing Illegitimate Children to Use the Surname of the Father).
For cases under this category, the submission of copies of supporting documents is required.
Should you want to apply for a copy of your corrected document, you will have to forward your request directly to the NSO. You may submit your intention to apply for a copy of your corrected/annotated birth certificate at this e-mail address: L.Hufana@census.gov.ph. Please be advised that you will be required to submit documents pertinent to your request. Please refer to Question No. 5 for the document requirements, as these are necessary in requesting for the first time, for civil registry records affected by supplemental report, court decree or legal instruments, and those that underwent changes/corrections provided for under RA 9048 and RA 9255.
For the succeeding requests for a copy, indicate in your request that the document you are getting is affected by supplemental report, court decree or legal instruments, or that it underwent changes/corrections provided for under RA 9048 or RA 9255. If you are applying via the e-Census website, please e-mail the information to us immediately at e-census.info@mail.census.gov.ph.
2. I recently applied for my birth certificate and upon receipt of my document, I found out that the first name is blank. How can this be corrected?
In order to supply the missing entry in your birth record, you have to file an application for a Supplemental Report at the Local Civil Registry Office (LCRO), where your birth was registered. You may have to bring supporting documents, e.g., baptismal certificate, school records, etc., as these may be required in filing the application for supplemental report. The LCRO will then be submitting a copy of the Supplemental Report to NSO, along with the civil registry documents they regularly transmit to the agency.
This procedure also applies for birth records with "Baby Boy" or "Baby Girl" written as the first name for births that occurred until 1992. For the years thereafter, 1993 to the current year, correction must be done through RA 9048 (Clerical Error Law).
3. How much is the service for the issuance of my corrected birth record?
Payment and delivery handling are to be arranged directly with the NSO. You will be receiving instructions through e-mail.
4. How long is the processing period for my request?
CDLIs, RA 9048 and RA 9255 documents belong to the last batch of documents that will be converted into digital format as part of the ongoing computerization of NSO’s civil registry operations. These documents are not yet included in the Civil Registry System (CRS) database. Therefore, processing of requests related to CDLIs, RA 9048 and/or RA 9255 would undergo manual search and retrieval. It will also require the necessary verification of submitted documents.
Processing will take 15 working days, upon receipt of your documents. Delivery of document results will be through NSO’s local courier for destinations within the Philippines. For destinations outside the Philippines, delivery will be through the registered mail service of the Philippine Postal Corporation (PhilPost).
